catalog: add binder (Go OKF converter CLI) - #8
Merged

Conversation
binder is a Go CLI that ingests an existing non-OKF plain-markdown corpus and emits a conformant OKF v0.2 bundle, resolving the corpus link web (standard markdown links and wikilinks) into OKF relationships. It also ships bundle validation, a stdio MCP server, and an agent plugin. Entry added to data/catalog.yaml and all four READMEs regenerated.
