Sentence case everywhere: activity labels ("Note consumed", "Asset
transfer", a derived "Earn deposit"), the two detail page headings, the
unfreeze modal, the Compliance placeholders. The three em dashes in copy
are gone. A missing commitment is a dash, not a copyable dash. The
Accounts status chips follow the Overview order.

Names: a pending candidate is a "submitted" transaction wherever it
appears (Accounts column, detail row, CSV, the assets banner), the
transaction detail's "Type" row is "Activity" like the column it mirrors,
"Auth" is "Signature scheme" like the Overview breakdown, and the 1,000
account cap is written the same way in both places that mention it.

`/accounts?state=frozen` now preselects the chip and asks the Guardian for
its paused set, which `?paused=true` used to do on its own; picking another
chip drops the server-side filter. Status chips on Activity and Accounts,
the status badges, the Nonce header and row, Commitment, Previous and New
state, and the Falcon / ECDSA / EVM rows carry a one-sentence hover.

The lifecycle cards, the status card and the Admin users table all kept
their skeletons or "Loading…" up when the call behind them failed. They
now show a dash or an Offline badge with the reason. The error panel's
"The Guardian did not answer." never appeared because the fetcher's
"Request failed (503)" always counted as a message; it is a status code in
words, so it no longer does.
