Adding Split Tab Groups to a folder Makes the folder disappear #11791

- I have checked that this issue cannot be reproduced on Mozilla Firefox.
- I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.
What happened?
Every time I move a split tab group into a folder and restart, Zen the folder disappears and the split tab group goes to the root pinned section
Expected behavior
Pinned split tab should stay in folder
Actual behavior
Pinned split tab moves out of tolder and folder is deleted
Steps to reproduce
- Create a split tab group
- Create a folder
- move split tab group into folder
- restart zen
