Docs: Is the Position in scan list 1 based or 0 based & is that from a base before the ms region or from first pos of ms region?

The following points are not clear in documents and should be made explicit:

1. Is the position in microsatellite scan list 1 based or 0 based?
   Answer: My findings show that it is 0 based.

2. Is the position first base of microsatellite region or a base before?
   Answer: My findings depict that it is the position as first base of microsatellite region.
