Yum (DNF) Issues in RHEL8 w/ 2.17-deps #54

All,
In RHEL8, when I run "createrepo" at the base of xcat-deps (2.17), and point yum at the repodata there, it tries to install packages from RHEL9. Specifically, ipmitool-xcat, and perl-HTML-Form.
It's possible we're doing something wrong, and there are some easy work-arounds, but figured I'd throw it out here.
