RDT site should be wrapped in rails framework and hosted on heroku with SSL

In order to have a full feature set, RDT site should be wrapped in a rails framework and hosted on Heroku with SSL enabled. This will allow for #2 donation issue to be resolved, as Stripe Elements require SSL enabled in order to use.
