Remove .secrets.baseline from history and rotate secrets plan & schedule

We should fully remove .secrets.baseline from repository history and rotate any discovered secrets. Canonical history rewrite performed: removed '.secrets.baseline' from all refs and pushed with 'git push --force --mirror origin' (performed now). Verification: a fresh clone shows no occurrences of '.secrets.baseline' (e.g. 'git rev-list --all --objects | grep .secrets.baseline' returns no results). Actions for collaborators:

• Immediately rotate any credentials referenced in the baseline.
• Re-clone the repository: git clone https://github.com/wilcompute/W33-Theory.git (preferred).
• If you must preserve local branches, follow the safe recovery steps in the docs (see docs/REMOVE_SECRETS_HISTORY_PLAN.md and docs/REWRITE_NOTIFICATION_24H.md).
