feat: reflog browser (read-only)

Scope
New /api/reflog route plus a panel listing HEAD reflog entries (sha, action, message, relative time).

Acceptance criteria

• Panel lists the last N reflog entries for the current branch.
• Clicking an entry shows its commit in the diff view.
