Adopt consensus_encoding for binary encoding #48
Description
While it is still baking for v1.0.0, I'd like to adopt consensus_encoding as soon as possible here. It is the future for the underlying bitcoin crates, but I think it will also allow us to drop a of the complexity here in modules like serialize.rs. The goal is to have a clear split between the binary encoding path vs. the serde display serialization.
