ICICLE portal: add ICICLEaaS landing + service pages with ICICLE-only nav/redirects

Implement the ICICLE-as-a-Service portal flow in the ICICLE extension, including Portal Home and AIaaS/CIaaS/DOaaS subpages plus DAaaS/ AEaaS/FLSaaS pages. Make Portal Home the default landing after login and first item in the sidebar for ICICLE only, while keeping other tenants unchanged.
