Context

The Agent Capability Standard uses RFC 2119 normative language, has a formal governance model with SemVer versioning, and defines conformance levels (L1–L4) — all prerequisites for formal standardization. Positioning as an ISO/IEC candidate would establish lasting impact for agent safety. (Roadmap Section 4.1)

Objective

Prepare the standard for formal ISO/IEC standardization, targeting a New Work Item Proposal (NWIP) submission.

Tasks

  • Prepare ISO/IEC 23053 (Framework for AI systems using ML) compatibility documentation
  • Engage with ISO/IEC JTC 1/SC 42 (Artificial Intelligence) working groups
  • Draft formal submission package with normative references, conformance requirements, and test suite
  • Establish liaison relationships with AI safety standards bodies (NIST AI RMF, IEEE 7000 series)
  • Target ISO/IEC New Work Item Proposal (NWIP) by 2028

Acceptance Criteria

  • Compatibility documentation maps the standard to ISO/IEC 23053 requirements
  • Formal submission package is complete with all required normative references
  • At least one liaison relationship is established with a recognized standards body
  • The standard meets all structural prerequisites for NWIP submission
