BIP323 adaptations

BIP323 was merged:

• as a BIP: BIP323: 24 nVersion bits for general purpose use bitcoin/bips#2116
• on Bitcoin Core (set to land on v32.x): BIP 323: reserve version bits 5-28 as extra nonce space bitcoin/bitcoin#34779

as discussed in #193, this will allow us to lift Standard Channels HOM hashrate ceiling from ~280TH/s to ~72PH/s

Is the plan to wait until Bitcoin Core v32 is released (or a backport) before merging the standard update? Or do you reckon it doesn't matter that much in practice anyway for the next few months so you might as well move forward?

IIUC the only material change on pre vs post v32 Bitcoin Core is a small warning log for blocks that roll bits 5-12

so tbh I don't think it matters whether we move forward before or after v32 is released
