Build out Compare component functionality and styling

• Update styling to align with rest of site
• Improve compare button functionality to better indicate when it has been selected
• Error messaging when a third school is selected for comparison
• Add basic information about the schools being compared (i.e. Name, Address, Type, etc.)
• Add compare button to the Search Results component
• Add dynamic styling on the Compare tab to enable/disable based on whether or not schools have been selected (including pop-up message when disabled and clicked)
