Enable Go StaticCheck linter for platform-lib

Description

platform-lib must enable Go StaticCheck linters to detect and warn about common pitfalls / bad practices. The checks performed must match at a minimum the checks enabled for PPM in this PR. These checks must be perform via GitHub Actions on every commit and must be capable of running locally on a developer's machine.
