Enabling “Monospaced Numbers” reverts commas and semicolons

Describe the bug
If “Round quotes & commas” is enabled, enabling “Monospaced numbers” reverts commas and semi-colons back to straight.

To Reproduce
Steps to reproduce the behavior:

1. Open TextEdit (or any word app that supports Typography options).
2. Change font to Inter (or any Inter family, v4.1)
3. Go to Fonts -> Typography -> enable “Round quotes & commas”
4. Expected behavior is observed: quotes, apostrophes, commas, semicolons are round
5. Go to Fonts -> Typography -> enable “Monospaced numbers”
6. Unexpected is observed: quotes and apostrophes are round; commas and semicolons are straight

Expected behavior
Commas and semicolons should stay round, even when monospaced numbers are also enabled.

This issue has come up previously: #822
Basically the Tabular Figures (tnum) feature lookup is before the Rounded Quotes and Commas stylistic set (ss03) - so tnum has already replaced the comma and semicolon glyphs with tablular (monospaced) versions which are not rounded.
Then the ss03 comes along and does not recognize the glyph names.
comma has become comma.tf etc.
The fix is not difficult, just add a few lines to the ss03 lookup, and two glyphs
comma.tf to comma.tf.ss03
semicolon.tf to semicolon.tf.ss03
Which are rounded versions of the tabular glyphs.
