Run sudo apt-get update -qq

  sudo modprobe dummy || echo "dummy module unavailable; capture packet may not be generated"
  shell: /usr/bin/bash -e {0}
Error: The operation was canceled.

Steps To Reproduce

PR runs (often have to re-run)

Re-runs often succeed

Expected Behavior

CI job runs, does not time out
