ROScopter repo cleanup

We have a lot of old code in the roscopter repository, including some gazebo packages. We need to clean the old, unused code out, or port the functionality to the new code if necessary.

We also have out-of-date dependencies/includes in the package.xml files and (probably) the CMakeLists.txt, and probably in some header files as well.

TODO:

• Figure out which code is old and if it is needed or not
• Remove old code, port needed code.
• Clean up the dependencies and the include statements in header files.
• Clean up all package.xml files and CMakeLists.txt
