[Enhancement request] Making ML menu accessible in "Camera Settings" screen.

Existing legacy and dev builds doesn't allow calling ML menu while cam screen shows "Camera Settings".
This makes accessing ML menus inconsistent and may add to user confusion.
Request: Make it work like other starting screens ("Q", blank, electronic level, ...)

This screen is available in Digic 4, 5, 6 cams. Haven't found it in later cams.

Ofc it is a minor issue. I don't think there are a lot of people bothering even having this screen active. Still makes sense to fix it.

More inconsistencies:
7D: ML menu doesn't come up with electronic level active. And ofc not reacting in Camera Settings screen.
5D2: Not reacting when Camera Settings is active. (lua_fix build)
