Reasons for the request

The name manna currently has no project on PyPI (https://pypi.org/project/manna and the JSON API both return 404), but registering it as a pending Trusted Publisher is rejected with "This project name isn't allowed", i.e. the name appears to be on the administrator prohibited-names list rather than held by any active project.

We would like to use the name for MANNA (MCP Architecture for NOIRLab and NRAO Archives), an open-source MIT-licensed MCP server developed at the NSF-Simons CosmicAI Institute that exposes IVOA-compliant astronomical archives (NRAO/ALMA, NOIRLab Astro Data Lab, CADC, ESO, Gaia) to LLM clients. The Python import package has been manna since the project's inception, so the distribution name would match the import name.

In the meantime we are publishing the project under manna-mcp (https://pypi.org/project/manna-mcp); if this request is granted we would migrate the distribution name to manna.

Contact and additional research

There is no visible project or owner to contact — https://pypi.org/project/manna returns 404 while new-project registration of the name is refused, which we understand to mean the name is on the prohibited list (possibly following a past deletion or moderation action). We could not find any record of a prior manna package on PyPI mirrors or libraries.io. Happy to provide anything else that would help evaluate the request.
