Fix CI for third party PRs

The CI for third-party PRs fails once approved to be run with and error in the ESC step:

Error message: Unable to get ACTIONS_ID_TOKEN_REQUEST_URL env variable

Workaround

1. Add a remote to the third party repository fork
2. Check out the branch for the PR
3. Push the branch to origin
4. Open a new PR against our new branch
5. The original PR's checks will go green and can be merged
