Add IHME region definitions to our regions step in ETL, and propagate them down to Admin to add new charts to our regions article.

In #5619 I've been working with IHME regions, which haven't been defined in our regions dataset. I was a bit surprised, as we have often imported data from them to ETL. Perhaps their regions overlap with some from other institutions?
I quickly checked on their site, and these seem quite particular to them.
My current thinking is: If we display these regions in any chart, they should probably be explained in the regions article.
IHME defines 7 "super-regions" and 21 regions.
