Rollout New Project Stages

Additional project stages were documented in this PR and merged into https://github.com/openjs-foundation/cross-project-council/blob/main/PROJECT_PROGRESSION.md.

Now we should:

• Update the readme and any other relevant docs to have the new project stages
• Audit the current list of projects and propose stage changes where appropriate
• Include Update section to indicate moment is deprecated/maintenance mode #1653 in the audit
• Include Move Dojo to at-large status #1589 in the audit

moment is very much NOT deprecated, per https://momentjs.com/docs/#/-project-status/ - it's "done" and not "dead". Maintenance mode is accurate, but "deprecated" is not.
