Ability to add Comment section for user (like polls)

Hi,
it would be nice if form users could comment and basically have a conversation on certain forms (like the comment section in polls where every user can see eachothers comments). This option should only be available if activated.

Usecase:
We use forms to organize daytrips and if the users could use the comment section to organize rideshares it would really help.

Implementation should be very simple:

1. Allow adding comments to forms using CommentsEntityEvent
2. Load the comments app by loading the comments-app script in the forms ui
3. Render the comments app for the current form (const comments = new OCA.Comments.View(...))

For 3 according to the implementaton this should be quite simple like

const comments  = new OCA.Comments.View('forms', {
    props: {
        resourceId: form.id,
    }
})

Then just render the comments with comments.$mount(element) or comments.$unmount().
