Ability to move clock to a given time

For debugging and testing, it would be helpful to have the ability to move the timer to a specific time.

@cdoten Can you describe this issue a little more. We're not sure why this would be useful. @RobertCzinege is suggesting that we could modify the seed data so that all actions are available from the start as a practical alternative to use for testing.
