Generate vocabulary file for Pascal VOC dataset

Thank you for providing the awesome repository!
We tried to change the dataset from COCO to Pascal VOC 2007; however, the there only contains attribute file.

Could you share the method to generate the vocabulary file for Pascal VOC 2007?
