MOSIP-41500: ARC: Handles with phone number is not working for login to resident module.

Observed:

Getting ‘invalid vid’ error while trying to login using phone number but able to login with UIN and email id.

"UIN": "4710425305",  "phone": "+9198764678","email": "dbnmj@gmail.com"

Expected Result: User should be able to login into resident module with phone number.
