[BUG] -- KV cache demo- kv cache quantization turns on kv cache optimization

Steps to reproduce:

1. Go to kv cache demo
2. Click kv cache quantization first
3. see that it checks kv cache optimization as well

Issue:

Kv cache quantization can't be checked by itself. If you have both of them checked and turn off kv cache optimization it will also turn off kv cache quantization.
