Bug Description

Snapshot-related actions are displayed in the blob context menu even when the "Enable ADLS Gen2 Snapshots (Preview)" setting is disabled.

Steps to Reproduce

1. Open Storage Explorer.
2. Ensure "Enable ADLS Gen2 Snapshots (Preview)" is unchecked in Settings.
3. Restart Storage Explorer.
4. Open an ADLS Gen2 storage account -> Expand Blob Containers node.
5. Navigate to a container -> Upload a blob.
6. Right click the blob -> Observe the context menu.
7. Check whether there are no snapshot related actions.

Actual Experience

Create Snapshot and Manage History are displayed in the blob context menu.

Expected Experience

No snapshot-related actions are displayed in the blob context menu.

Additional Context

In addition to the context menu, the "Manage History" action is displayed on the toolbar.
