Describe the enhancement
rate limiting is a crucial mechanism for managing API traffic and ensuring stable and secure service delivery. It prevents abuse (i.e. DoS attacks), ensures fair usage and maintains performance.
Rate limiting should be implemented on the following three levels:
- user rate limits
- organization rate limits
- overall rate limits
Especially requirement (3) is a measure to control and manage system-wide rates and to prevent third party rate limits.
