Support entities without ending semicolon when this is allowed by the spec

See discussion in #25. Some entities, for example `&amp`, allow the semicolon to be left out. We should support decoding both `Tom &amp Jerry` and `Tom &amp; Jerry` to `Tom & Jerry`.
