CC allows a parameter replication_throttle when rebalancing the cluster (see docs). Seems like the UI does not allow setting this parameter, so the only way to throttle partitioning is by having a static configuration in CC.
Would be nice to enhance to UI to allow admins specifying the throttle on each rebalancing.
