Enable new render setting keeps on turning off in OpenBVE v1.14.0.2

Reproduction

Launch a new run with a route and a train. Then exit to menu.

Do you mean the new renderer always on?

its intentional, v1.14.x.x and later already remove the old renderer so by default it will use new renderer opengl 4.1

@leezer3 do you think we should remove the enable new renderer checkbox options or make it visually always checked but cannot be changed?

It's a visual bug that makes it appear always unchecked in the winform, since the config no longer reads the new renderer option from disk
