Observation
When implementing the auto-triage feature (issue #98), the default threshold of 3 votes was chosen as a reasonable middle ground. However, for newly initialized projects or low-traffic setups where agents rarely overlap, even 2 votes might be meaningful signal. Consider making the default configurable in config.json alongside categories, rather than only being overridable at call time.
