FR: Tag browser in the sidebar

What problem does this solve?

Currently, finding and browsing tags is not as intuitive as it could be. I frequently forget tags even exist because they're not very visible, nor are they easy to find. I'd like to make more use of them.

What would you like to see?

There is a lot of empty space in the left sidebar between Campaigns and the quick stats table at the bottom. This space could be a perfect place to add a tag browser tool. Perhaps one with two main components:

1. Tags Button = click this to be taken to a full page tag navigator tool
2. Tags Cloud = a classic blog-style tag cloud of, say, the top 20 or so tags. Even cooler would be the option to change it to switch between showing the top 20 most-used tags, the last 20 tags accessed, and the last 20 tags manually applied to an object.

If nothing else, a minimal solution would be just to add a "Tags" link in between Audio and Search, to go to a full page tag browser.

I've been thinking on this issue and how to best handle the behavior. In general tags needs a bit of a rework.

1. Tags should be shared across the entire application. So a tag can be used to reference a system/book/map/token/audio. This would actually solve the issue [Feature] System, Book, & Token Linking #102 by providing a way to identify grouped items by a tag.
2. There are weird bugs where filtering on a tag in maps page for example doesn't show the result in the list. I think this might be due to some weird capitalization issues.
3. If I have 200 tags in maps, they are just awful to filter on. In general filtering should be better organized and grouped (so include favorites) with tags in a multiselect dropdown that allows text entry to filter the list of tags. When filtering, I don't want to see tags that aren't used in that page. So if I am on the maps page, I don't want to see tags that are only used on the systems page.
4. Add a tags page to manage tags, view all items with a tag (so systems, books, maps, etc...) similar to favorites. Should be under favorites sidebar button.
5. When adding a tag, I should be able to choose an existing tag easily, or enter a new one in a single field. github does a good job when selecting a tag for a new release.
6. Tags should have an internal value, and a display value. internal value should be converted to lower case and used for matching, Display value should be the capitalized version. When i create one as a user, if i enter "Draw steel", the internal value should be "draw steel", the display value should default to "Draw Steel", but can be managed on the tag management page.
7. Clicking a tag on any page should take the user to the tags tab with all the tagged items shown, this gives some support for [Feature] System, Book, & Token Linking #102
8. When adding resources to a campaign, It would be helpful to also choose to do so by tag, so If i am creating a "Curse of Strahd" campaign, and I already pre-tagged all associated books, maps, and tokens, then I can easily add them to the campaign resources.

Key thing to note in implementation is that I ensure that when updating tags to this new version, existing tags should transfer easily.

Other note: A tags cloud is a neat idea, will be made into a follow up issue on completion of this issue.
