Accommodate CrowdIn to streamline localization workflow

The Docusaurus documentation contains a special section dedicated to configuring CrowdIn to make working with documentation localization as efficient as possible — https://docusaurus.io/docs/i18n/crowdin.

I (and hopefully all translation teams) would be very happy if this workflow were implemented for the localization of Helm documentation.

I wondered this too. But I think if we have a good process for doing this we'll be better able to keep up with reviews. Right now we have many i18n PRs but I think the reason they're not reviewed at the moment is there's not a good process for it.
