Generation 23 smoke validation is blocked because this repository still has a stale managed AGENTS policy block and lifecycle workflow.

Migrate the repository to the exact generation-23 policy candidate (source_commit ca4562cb35081b537262974a56f6938141e745b0) so the protected smoke ring can finalize before generation 24 is prepared.

Acceptance:

• canonical generation-23 migration changes only managed policy files
• hv-agent audit passes against generation 23
• repository validation and lifecycle checks pass
• the claim is released for review on the exact PR head
