Investigate a way of marking packages for a grain version.

I think we should consider a way of marking packages for a specific version of grain. Currently, I think the best way to do this would be through an `@grainVersion` doc comment on the package but a better way long term would probably be through a version specifier in a projects `silo.toml`.
