[Feature] Summarized billing stats visibility for all users

It would be useful if the summarized billing statistics were visible to all authenticated users.
Only the visibility of the per-user breakdown should be controlled by the NUXT_USAGE_ADMINS parameter.

A search field for the model would make sense.

so you think it's ok to show billing data to anyone?
Usually that info is only visible to admins in Github - so just selected few

Only aggregated billing data should be visible to all authenticated users. The goal is to raise awareness of the overall GitHub Copilot costs.
Individual user-level usage data should not be displayed to regular users and should remain visible only to administrators.
GDPR and legal considerations apply specifically to the per-user usage breakdown, whereas the aggregated billing figures do not.
