Leave the ceilings as headroom rather than as a broom
Lowering the wheel ceiling to 1G a moment ago used it to force out what no run needs any more. That is the eviction's job, and using the ceiling for it risks dropping objects a build still wants the day this project grows. Restored to 2G. pip goes the other way: windows-latest now fills 472 MiB of its 500M, which is close enough that a ceiling meant as headroom is not providing any. One value covers the matrix, and the platforms at 285 MiB are not affected by being allowed more. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
