Is there a reason that we copy the directory instead of making a symlink of the directory?

Directory symlinks aren't copied by gsutil, meaning if the localizer has a transfer_bucket enabled, it would be dropped. We can definitely update the delocalizer to do directory symlinks if there is no transfer_bucket, but that hasn't been a priority
