Setup CD for repo

This repo should automatically deploy code to production on merges to main, including (if possible) automating the deployment of the smart contracts. If it is not possible to automate the smart contract deployment, CD should at minimum cover all backend services and nodes, including the oracle / counting services, as well as the frontend.
