Support f2 Multisig addresses in the CLI #270

Description

@ianconsolata

f2 multisig wallets are not currently supported in the CLI. To support multisigs, it should follow the same rules as multi-sig transactions for token transfers. The following examples will use a 3 of 7 multisig, but these should be extrapolate to any X of Y multisig:

  • The vote will be cast IF AND ONLY IF 3 or more of the signers vote the same way.
  • In the case where the threshold for the multsig is not a majority (i.e. a 3 of 7 multisg) then the majority vote should be used, as long as it is above the threshold, i.e. if 3 of 7 vote ACCEPT and 4 of 7 vote REJECT, the multisig should cast a vote to REJECT.
  • If 2 or fewer signers sign messages, no vote should be cast.
