Add 11 Quark rules (#​00252 - #00262) for ToxicPanda.

The rules detect the following behaviors:

• Get the navigation bar height
• Get the status bar height
• Save gestures into a list
• Dispatch gesture from a list
• Allow website to access internal methods
• Display URL content on a WebView
• Schedule a periodic job
• Monitor device boot completion
• Create an overlay window on top of other applications
• Read SMS message from Intents
• Read SMS message from PDU
