Provide SDK to create transactions

It would be amazing to provide an SDK that enables automated processes to (at a minimum) propose transactions. This can act as an alternative to [adding support for the transaction builder](https://github.com/eternalsafe/wallet/issues/53), though ideally both issues are addressed long-term.
