Downloading the Python Binaries When loading the app the first time

I underestimated the time needed to complete the tasks due to a few blockers:

1. I initially assumed an API existed for download links. After some research, I found GitHub’s API but found it complex. I had to manually retrieve links, hardcode them, and set up VMs for testing.
2. Theia doesn’t support Node's fs module, which took time to diagnose.
