docs: close out v0.7.0 "Resolution" release notes, bump crate versions
Restructures CHANGELOG.md's [Unreleased] into ## [0.7.0] "Resolution" - 2026-07-09, updates docs/STATUS.md's version banner (already current), to-dos/VERSION-PLAN.md's v0.7.0 heading (RELEASED), and to-dos/ ROADMAP.md's Release line. Every v0.7.0 item is done: true 512-px hi-res (Modes 5/6) output, the save-state FORMAT_VERSION's first real bump, and the v0.7.0-v1.0.0 ladder rewrite. CI green, human-reviewed. Also bumps every workspace crate's Cargo.toml version (and the internal path-dependency version constraints that reference them) from the placeholder 0.1.0 to 0.7.0, matching the actual project version -- these were previously left pinned since nothing here publishes to crates.io and release-auto.yml keys off CHANGELOG.md structure, not Cargo.toml, but keeping `cargo tree`/`cargo metadata`/local tooling output showing the real version is worth the one-line-per-crate diff.
