Preserve Todo v1 parity through atomic generation #142

Requested outcome

Preserve the frozen Todo v1 output contract while migrating default generation and surface ownership to the atomic generation path.

Expected behavior

  • Default Todo generation preserves the independent frozen v1 fixture exactly.
  • Compatibility APIs keep the existing public preset and topology behavior.
  • Atomic generation becomes the default owner without duplicate paths or surface ownership.
  • Replay and behavior checks continue to fail closed on parity drift.

Acceptance evidence

  • Generation tests: 30/30.
  • CLI tests: 9/9.
  • Nx tests: 8/8.
  • Relevant typechecks, formatting, diff check, and read-only validation pass.
  • Runtime evidence: ordinal/generation 17; sha256:4effd6796f5c25b1227fac670b6a648651aa46a01e956da2d13686b19c001e2c.
  • RDD/review are disabled and unmanaged; receipts are not applicable.
  • Review boundary: 8 files, 398 additions and 2 deletions, 400 changed lines.

Scope

This is Delivery Unit 5 of #131 and depends on public atomic materialization in #140 / draft PR #141. Full isolated public E2E, the PR #130 eligibility gate, PR #130 mutation, and publication of audit-only commits remain out of scope.
