### Description

Greenhouse creates a namespace on the target cluster with the name of the Organization. In the case of clusters that are onboarded via OIDC this namespace is not used by Greenhouse.

### Acceptance Criteria

- [ ] Do not create a Namespace for Clusters that do not use it
