5.7 Bug: Content Navigation Widget

Describe the bug
While it looks like changes/selections to the content navigation widget are saving, it does not look that way to users.

To Reproduce
Steps to reproduce the behavior:

1. Go to widgets section and add content navigation widget to a location
2. Make selections
3. Click Save within the content navigation widget controls (appears to reload, but the button is still able to be clicked and there is nothing indicating the updates were saved)
4. Click Save Changes at the top of the page
5. See error "Leave page? Changes you made may not be saved."
6. If you click leave on the error popup, the page reloads and changes you made do appear to have saved, but errors make it confusing for users

Expected behavior
Changes should change without showing any error messages

Does this behave differently in production on 5.4?

@acketon Yes, if I click save in the widget in 5.4 it shows that it saves right away.
