Create a new staff review rejection letter report.

• Create new report templates.
• Update the api report service call
• Use data stored in the mhr_review_registrations and mhr_review_steps tables as the report data source.

Thanks for the update! The layout looks good. Liz and I reviewed the content today, and I’m currently finalizing a few wording changes based on that discussion. I’ll update the ticket with the final copy once it’s ready for you to implement.

Updated the wording in design. Changes are highlighted in a different color in Figma to indicate the changes.

I currently hide invoice reference number conditionally as there's some technical concerns.
We are not able to get invoice reference number without making extra pay api call. Besides, it's not available right away for pre-authorized debit payment. We need discussion in the next meeting.
